6)Climate: Ranges from below freezing in the Antarctica to the warm tropical climate of Taongi. The Taongi atoll lies within the Northeast Trade Winds, thus there are steady winds from the northeast bringing mostly fair weather from November through June. The rainy season is from July to November and has a great deal of fair weather but the trades weaken then and come from the east. Total yearly rainfall is estimated at about 45 inches. Typhoons (known elsewhere as hurricanes or cyclones) seldom originate in or pass over this area, and gales are infrequent coming from the southeast when they occur . There is little variation in temperature throughout the year with a minimum of 71 degrees F and maximum of 98 degrees F, a high mean temperature of 83 degrees F and a low mean of 81 degrees F.
7) Terrain: Ranges from the base of Taongi's volcanic mountain thousands of feet below sea level to the high mountain ranges of Ruthenia and the Antactica. The southeast "ratak" or "sunrise" side of Taongi atoll has the vegetation covered islands that remain as high as 20 feet above sea level which is two times the elevation of the capital of the Marshall Islands, Majuro Atoll, some 425 miles south of Taongi. The small islands of Taongi, the longest, at least 5 miles in length, are part of the coral reef that surrounds the central lagoon of 30 square miles. These reefs are in the form of a fat comma opening to the west on which side exists the only break in the reef where a boat may pass safely into the lagoon. Made up of the skeletal remains of countless small marine plants and animals that found a home on this formerly volcanic island or sea mountain, the reef has gradually built up as sea level changed, or the islands subsided, and now provide land area of 1.25 square miles for tall trees, and breeding grounds for migratory birds and turtles. There are at least 500 acres of real estate ready for development under the administration of the Dominion of Melchizedek. While few forms of wildlife occupy the land, marine life in the lagoon and the surrounding ocean is abundant. A recent visitor flying over the Taongi Atoll reported the lagoon to be beautiful with sandy beaches and, with the tide going out, waterfalls miles long were formed by the water flowing over the reef back into the sea. Percent shoreline: Coral Reef: 99%, Mangrove: 2%. Major seabird rookery, turtle nesting area.

11)Natural hazards: occasional typhoons, threat indicator: 1
12)Environment issues: questionable supplies of potable water on Toangi with danger of rising sea levels; meltdown in Antactica underway
13)Geography note: Taongi atoll is one of 30 atolls and 1,152 islands positioned among two archipelagic island chains -- the Ralik and Ratak Chains. In proximity are Bikini and Enewetak Atolls, former US nuclear test sites; and Kwajalein, the famous World War II battleground, which is now used as a US missile test range. The Taongi island include, North island, No.2 island, Kamwome island (Kamome), Bwdije island, (Bredje), Sibylla island, Pokak island, and Swokwla island (South) and three smaller unnamed islets.
14) Human occupation: Taongi is presently uninhabited with plans for occupation by the year 2000 by citizens and government officials of the Dominion of Melchizedek, formerly taboo. Ruthenia is occupied by approximately 1,000,000 Ruthenians
15)Human impacts: Japanese relay station and bomb dump destroyed on Taoni in 1944. Proposed as a dump site for 25 million tons of American solid waste in 1988.

1)Description:
The Dominion of Melchizedek (mal-khay-zed'-ek) is a worldwide ecclesiastical
and constitutional sovereign State inspired by the principles of the Melchizedek
Bible. It is the most unique, post-modern state now in existence. Because
much of the early information regarding the DOM was almost exclusively
found on the Internet, the Dominion of Melchizedek was declared by NBC
News to be "the first nation founded in cyberspace". Resulting from
acquisitions of islands [a defined territory] throughout the 1990's,
tax-free, minimal banking legislation, and maximum banking secrecy laws,
Melchizedek is fast becoming known as "the Switzerland of the Pacific".
2)Activities:
The Dominion's activities are 1) governmental, 2) spiritual,
3) political, 4) educational, and 5) humanitarian.
3)Sovereignty:
Melchizedek's eternal sovereignty is referred to throughout Hebrew
and Christian Holy Writ. Melchizedek was the righteous king of peace
and history's first monotheistic teacher of the Most High God. All
monotheistic religions spring from the blessing Melchizedek bestowed upon
Old Testament Abraham. The DOM has also been referred to as the "Sovereign
Order of Melchizedek", [SOM], the "Kingdom of Melchizedek" [KOM],
and/or the "Kingdom of Salem" [KOS].
4)Government:
The Government of the Dominion of Melchizedek (also sometimes
spelled, Melchizedech or Melchizedec) consists of three branches,
similar to the government structures of the United States of America and
of the United Kingdom. These branches are The Executive Branch, The
Legislative Branch, and The Judicial Branch.
6)Interim Capital City: Taongi; of
the Taongi Atoll in the North Pacific Ocean:
The government of the Dominion of Melchizedek, while not yet permanently
settled on its Taongi Atoll, is planning a future regional capital to be
established there. Towards this end DOM has made preliminary contacts to
construct an off-shore plant producing 1 megawatt of electricity from the
rise and fall of the wave motion of the sea. This, or an alternative energy
source, will provide power for the inhabitants and a desalination plant
while not polluting the environment. Tourist facilities will be provided
but kept small, to protect the marine areas and breeding grounds too.
7)History [the capacity to enter into agreements
with other States]:
1942-1945 (est.)
Taongi is occupied for a brief time during World War II by the Japanese.

treaty is to assist the Ruthenians into some form of independent governance,
so their occupied territory will become an autonomous region of the Dominion
of Melchizedek to be government by Ruthenians. Not all Ruthenian leaders
have endorsed this treaty.

year 2049, similar to the creation of the venue of Hong Kong under the
British. An Iroijlaplap is a "Paramount Chief" similar to a King, and his
decisions cannot be questioned. The Alap is the second in authority.
8)Population [a permanent population]:
In accordance with teachings of the Bible, First Chronicles Chapter
21, the Melchizedek leadership refrains from conducting a census of its
people; therefore the actual number of Melchizedekians living on earth
today is not available for it is not known. All believers in the teachings
of the Judeo-Christian Bible are a part of the population of the Dominion
of Melchizedek, whether they know it and acknowledge it or not.
9)Government Officials:
President, Vice President, House of Elders, Ambassadors, Ambassadors
at Large, etc.
10)Legislation:
The Dominion is regulated by a formal Declaration of Sovereignty
and Constitution of the DOM. Specific legislation has been
drawn and enacted by the House of Elders for the purpose of regulating
commercial enterprise and ensuring the rights of the people of the Dominion.
11)Diplomatic Recognition:
On April 28th 1997 DOM and the Kingdom of EnenKio Atoll opened
official and formal diplomatic relations. Written defacto recognition has
been obtained by the Dominion of Melchizedek from both first and third
world governments; and dejure recognition was extended to Melchizedek by
the UN member nation the Central African Republic on 3 June 1993.
Dozens of countries have accepted Melchizedekians traveling into those
countries bearing DOM passports. Two southeast Asian countries have issued
letters stating that DOM citizens are free to enter those countries without
first obtaining visas. Yet one, Singapore, has since stated that it no
longer recognizes the Dominion of Melchizedek. Other countries have written
letters stating that DOM citizens may apply for a visa. Melchizedek acceded
to certain international treaties, including the Vienna Convention on Diplomatic
Relations, Consular Relations, and The Statute of the Permanent Court of
International Justice, Road Traffic, and the Permanent Court of Arbitration,
the text of which is available to be viewed at http://melchizedek.com/legal.htm
as exhibited in a 43 page legal opinion written by the former Governor
of the Dominion Bar Association. Between January 14-16 of 1998, the Dominion
of Melchizedech was approved and recommended at the 32nd General Assembly
and 62nd Council Meeting in Taipei, of the Asian-Pacific Parliamentarians'
Union, by 9 Pacific island nations and two Asian countries for observer
status in said Union.
12) Commerce:
The Dominion of Melchizedek has adopted legislation which is designed
to promote the development of commercial enterprise, including Banking,
Insurance, Trust and Securities Brokerage Services, and a host of other
businesses. Privacy and Freedom are insured under the laws and statutes
of the Dominion. These features have attracted several hundred bankers,
worldwide, who wish to avail themselves of the tax and regulatory freedoms
extended by Dominion bank charters. In order to float Dominion Dollars
and better service Melchizedekian citizens and bankers, the Private and
National Central Banks of The Dominion of Melchizedek have been partially
organized. The official exchange rate has been initially set at
$1DOM = $1USD. DOM has adopted the Half-Shekel as one of the official
coinage currencies of the DOM. (see Exodus 30:15)
13)Governmental Independence:
The Dominion is not interested in foreign aid or assistance which would
require that certain concessions be granted prior to receiving the aid
or other assistance. The Dominion will not and cannot make those types
of concessions because it would violate its Constitution and the principles
of the Melchizedek Bible.
14)Human Rights Platform:
The Dominion of Melchizedek is a transnational nation state established
to unite the political representatives, the intellectuals, the professionals,
those in business, labor and agriculture, the oppressed, and all freedom-loving
and aspiring men and women who share the planet Earth.
15)DOM Citizenship:
The Dominion offers citizenship to refugees and stateless persons throughout
the world, and to all other people who manifest a serious commitment to
the cause of human rights and the aspirations of humanity. The Dominion
adheres to the recognition of dual citizenship so that its citizens
may retain their citizenship and residence in other nation states.
16) Cultural Freedom:
The Dominion of Melchizedek is not bound by any historic traditions
or cultural heritage. The DOM supports the shared values common to all
men and women that express the needs, wants and aspiration of the New Third
Millennium. The Dominion also supports all new concepts of international
organizations and cooperatives that are designed to recognize, provide
and promote -- with international recognition -- the horizontal integration
of interest groups, institutions and entities in the various countries
of the world today. Finally, the Dominion of Melchizedek supports such
new forms of international organization and cooperation, as a step toward
an internationally united planet.
17)Citizens Credentials: dominion Passport, ID Card and Driver's Permit:
18)The Melchizedek Bible: on the verge of a new millennium, DOM has published the Melchizedek Bible. The Dominion of Melchizedek -- an ecclesiastical sovereignty, defined in Holy Writ as a heavenly sent one world government -- has adopted this work to be a useful tool in its mission of ushering in the coming millennium of peace and righteousness. One aspect of this work is to bring understanding and harmony between all monotheistic believers in the world.

Satellite Communications have been established to be used in Melchizedek's
Pacific Territories: the Taongi atoll Islands, Karitane Island, and Malpelo
and Clipperton Islands.
27)Defined Territories:
The DOM is not on any maps by the name, Dominion of Melchizedek, however,
the territories and islands that DOM claims are on the world maps, such
as Jerusalem in the Middle East, the Ruthenian territories
of the Carpathian and SubCarpathian Mountain Ranges of Eastern Europe,
90-150 degrees West Antartica at the South Pole,
Clipperton and
Malpelo islands in the North Pacific, and most notably the
Taongi atoll 425 miles north of Majuro, the capital of the Marshall
Islands, also in the North Pacific below Wake Island, midway between Hawaii
and Papua New Guinea. DOM's Karitane island appears only on some
maps as a speck in the ocean below the territories of the Cook islands,
without a name next to that speck, in the South Pacific.
